I believe it to be an intentional design I run two monitors and also have found tablet mode is not available If you remote in from a single display iPad you can get tablet mode from that interface but as soon as the iPad disconnects it leaves tablet mode My setup is on my HTPC between a hdmi tv and a vga monitor
