Yes it needs to push the half round catch down at the rear of the water tube lowering to allow the two pawls to engage As already mentioned I expect that you will find the centre spring missing, just the hook part will be left on the bar and on the eye on the body

"You mean that the leg kicks-out of the water when going into reverse? If so, you have a problem with the reverse latch mechanism The SELOC and Clymer manuals explain very well how to assemble it and what to look for when you have a problem
