I see this is an old thread Just looking for an update on what people are using for PDF annotation I am brand new to the Surface Pro scene Straight away I can see OneNote doesn't cut the mustard for annotating PDFs and MS Reader is pretty hopeless To date I have been using an iPad with the very excellent PDf Expert by Readdle

The solution for me: I updated to Windows 10 To create a PDF, I went to the navigation bar (upper left) and chose print, and then chose "Microsoft print to PDF " As hughlle noted, the file goes to the Documents folder There does not seem to be an option to name the file that is created, however

Answered this one myself! I tested with an email, linked it to BCM, then deleted it from Outlook Re booted Outlook and the emails where still in BCM!

Any of the MUI PDF Readers (Through the Windows App Store - Drawboard PDF, Adobe Reader Touch, etc ) will scale better than Win32 Versions, PDF Annotator v 5 seems to scale as well (its expensive though - on sale today for $48USD)
